Training Camp Adds DoD 8140 Role-Mapping Support

TREVOSE, Pa. — October 2023 — Following the Defense Department’s release of DoDM 8140.03, Training Camp added support to help government customers map their positions to the new role-based qualification model that replaces the long-standing 8570 baseline.

For years, DoD 8570 governed how defense personnel qualified for cybersecurity work, largely by tying job categories to specific certifications. The approach was simple to follow but blunt. A position often mapped to a single credential, whether or not that credential matched the actual work. The certifications themselves, names like Security+ and CISSP, were well understood, but the rigid pairing left little room for the range of skills a modern security job demanded.

DoDM 8140.03 took a different tack. It organizes qualification around work roles, a more granular picture of what people actually do, and allows a mix of certifications, training, and experience to satisfy them. The shift is more flexible, but it also asks more of the organizations implementing it, since a role that once pointed to one exam now sits inside a broader framework.

That is where the mapping support came in. Training Camp helped government customers connect their existing positions and personnel to the appropriate work roles and identify the training that fit. The work was as much about interpretation as instruction. Delivered live online and on-site, it met agencies where they were in a transition expected to take time.

“The move from a single required cert to a whole framework of work roles caught a lot of people off guard,” said Mike McNelis, Vice President of Sales. “We stepped in to help agencies figure out where their people actually fit and what training made sense from there.”

The transition from 8570 to 8140 was set to unfold over several years across the services. Training Camp positioned its role-mapping support and aligned boot camps to help government teams work through it. Getting the mapping right early mattered, because a misjudged role could leave a qualified person looking unqualified on paper.
