It is a central design goal of post-quantum migration, allowing organizations to replace algorithms such as RSA and ECC with quantum-resistant standards like ML-KEM and ML-DSA as threats evolve. Achieving it requires abstracting cryptographic functions, maintaining algorithm inventories, and avoiding hard-coded primitives.
