A data broker is a company that collects personal information about individuals from various public and private sources, then aggregates, analyzes, and sells or licenses it to other organizations for marketing, risk scoring, fraud detection, or people-search purposes. Because data brokers typically have no direct relationship with the individuals whose data they trade, they raise significant privacy and transparency concerns. Several jurisdictions, including California and Vermont, require data brokers to register and offer consumers deletion or opt-out rights.
