Understanding De-Identification

De-identification is the process of removing or transforming personal identifiers from data so individuals cannot be readily re-identified, using techniques such as suppression, generalization, pseudonymization, and masking. Under frameworks like HIPAA, de-identification can follow the Safe Harbor method, which removes 18 specified identifiers, or Expert Determination, where a qualified statistician certifies that re-identification risk is very small. Properly de-identified data falls outside many privacy regulations but remains vulnerable to re-identification through linkage attacks.
